The Dallas 10 Year Plan to End Chronic Homelessness was adopted by the Dallas City Council in June, 2004. Permanent Supportive Housing is vital to its success. This plan formalized the PSH development process and set goals, but was not the beginning of PSH development in Dallas.

The Supportive Housing portion of the 10-Year Plan was updated and approved by City Council in January of 2009. The revised Permanent Supportive Housing Plan called for the development of an additional 700 units of PSH for Chronic Homeless persons over a 5-year period. Dallas needs 330 additional units by 2014 to meet that goal.
The majority of the units in Dallas are scattered site and exist in all council districts.
